How an IMEI ends up blacklisted

Carriers and the GSMA maintain registries of IMEIs reported lost, stolen or attached to unpaid financing. A device can enter a blacklist months after it was sold — for example when an installment plan defaults — which is why a clean check at purchase does not guarantee a clean IMEI forever.

Blacklist scope varies: some entries are carrier-local, others propagate through the GSMA global database. A phone blocked in the US may work in other regions — a fact some gray-market sellers exploit.

What B2B buyers must verify

Minimum standard: every IMEI checked against blacklist status and activation-lock status before payment. On top of that, financed-device history (clean ESN) matters for US-sourced stock, and carrier-lock status determines where devices can actually be resold.
